When families called for better schools and facilities, I secured a record $2.9 million in education funding and $6.9 million for critical South Coast infrastructure. Blue Envelope Bill: Massachusetts Senate Bill No. 2348, known as “An Act facilitating better interactions between police officers and persons with autism spectrum disorder” proposes the creation and distribution of blue envelopes designed to facilitate safer and clearer communication between police officers and individuals with autism spectrum disorder during traffic stops. These envelopes, available upon request from the RMV starting July 1, 2026, will include guidance for officers, storage for essential documents, and instructions for vehicle placement.
Massachusetts Inclusive Concurrent Enrollment Initiative (MAICEI): This amendment, Ch. 126, Acts of 2022 (H.5050), to the budget to enhance funding and reporting requirements for the MAICEI programs. It maintains that the protections in the bill for students with severe disabilities from 18-22, including access to credit and non-credit college courses alongside non-disabled peers. This amendment increases funding for the Department of Higher Education from $4,000,000 to $5,500,000—with $2,500,000 being transferred to the MACEI Trust Fund to support program stability and growth. Chapter 126 says, “An individual shall not be denied an opportunity to participate in higher education solely due to the individual’s disability status.”
School Bus Safety Bill: Massachusetts Senate Bill No. 2275, known as “An Act relative to school bus safety cameras,” proposes the implementation of automated safety cameras on school buses to deter and penalize drivers who illegally pass when warning signals are activated. Municipalities that opt in must follow detailed guidelines for camera use, enforcement procedures, public awareness, and data privacy, with oversight and reporting requirements managed by the Department of Transportation.
HERO Act: The bill, H.4976, is meant to provide for veterans and servicemembers through expanding benefits, increasing inclusivity, and modernizing services. The bill raises the annuity for disabled veterans, Gold Star parents, and surviving spouses from $2,000 to $2,500. It also allows municipalities to enhance property tax exemptions for veterans by doubling existing exemptions. Lastly, it also establishes new medical, behavioral health, and dental assistance programs for veterans who do not have coverage.
Tax Relief Bill: This legislation, S.2406, offered the first tax cuts in Massachusetts in over 20 years. It included several provisions such as expanding the Child and Dependent Tax Credit and the Earned Income Tax Credit. This amendment also reformed the estate tax and lowered the short-term capital gains tax rate.
